Is culture an oppressive structure?

Oppression is a common topic amongst minorities who feel as though the majority, or even the "powerful" use their influence and impact to impose an unfair burden upon them. Could the same cultures that minorities subscribe to be contributing to this perceived burden? JC and B-Mic Roc OD on whether or not cultures can be oppressive structures?
