Are Skills Technologies?

STEM (Science, Technology, Engineering, and Mathematics) seems to be the areas that a majority of people are attempting to get educated in. While these are all technical fields, are we missing the concept of any skill, regardless of type, can be considered a technology and thus every field can be considered STEM?
